Cottbus is a pretty small city and by night there is barely anyone out. As long as you stay in the center, you're fine. You should not go to Sandow and stay aware of your surroundings but thats it. I go out with friends often and nothing ever happened more than some drunk teenagers saying smth to us. I wouldnt really recommend going party tho. Loads of creepy old men.
