It's often busy in town, this is reassuring. Rennes is a pretty safe city where we can go out in the evening, it's a great place to live except for bicycle theft, Homeless people who can sometimes be aggressive and demonstrations. Don't worry about visiting this city

On comparaison to other cities in France, I believe it’s fairly safe in Rennes. Beside from cat calling sometimes, I’ve never really felt unsafe here. I also noticed that when someone is getting harassed and other people notice it, it will rise some reaction in solidarity.

Not as many expats in this area. 
I would recommend learning some French to make communication easier when needed.
Close to tourist areas like Saint Malo or Mont Saint Michel (both 1 hour distance).
