It's a moderately big town (around 60k inhabitants) and apart from the Argentine neighbourhood, i'd say it is pretty safe. I never really had the occasion to walk alone at night, but i've walked alone in daytime and had a problem "just" once in many times. So yeah in daytime i'd say it's pretty safe, and nighttime idk, sorry !
