I felt safe everywhere around the town centre by the beach. In the one by the train station, not so safe, that has a very different feel and some shady characters living there. I also felt fairly safe in Irun town centre (the next town), but the Spanish side of the border is very different from Hendaye. I recommend staying there and along the coast villages, Saint Jean de Luz and Biarritz and so on. Just don't believe everyone when it comes to what they say in english, they might not have understood, but still says yes.
