Monterey is a very nice place to live,. It is a big city. In general, it is safe but I would recommend not to be alone. Sometimes with foreign visitors people might charge you a little bit extra in clubs. I wouldn’t say it is an unsafe area, but because of the distance between the places, it is not very accesible to travel if you don’t have a car.

Some parts of the city are not as friendly as the should be, the public transport is chaotic and could be unsafe for women at night, wouldn't recommend it. If you stay in the turistic sites you shouldn't have any problems.
