This place is favorite for surfers, and many expat people leaving here, I found places quiet expensive but if you browse around you can find very good prices in food and accommodation, I had traveled with mom and sisters, and walked at 10pm and didn’t feel unsafe, but if you travel solo you probably will need to take the usual precautions like not walk to late alone or so…
