I went to Cluj for 3 nights in January. It was not the right time to go because it was snowing and you couldn't go outside without slipping almost every few moments. Trips from Cluj were very expensive, and public transportation was not good. I didn't really like this city, but the locals were always very friendly and helpful.

Cluj-Napoca is in my opinion a safe place. The public transport works good, there are not a lot of robberies here. At night people need to be careful, especially around the train station( there can be dangerous people) , but other than that, i would recommend staying here.

I confidently believe Cluj-Napoca is one of the safest cities in Romania. Walking ar night doesn't make you look over your shoulder, people tend to jump in if they notice distress, cases of robbery are more of exceptions, I haven't encountered or heard of cases of assault or worse. I think there is a higher risk in the neighborhoods in the periphery of Cluj, but overall I'd rate Cluj-Napoca as a very safe city.
