So Lüneburg is actually the place I feel most safe out of the places I’ve lived so far. It is a tiny city and the people are very left/liberal, there’s a lot of communities and a generally helping vibe across town. I have lived here for more than 3 years now and have not been catcalled or harassed once. Hamburg is the next bigger city which is easily accessible by train (30 min) and it definitely is a different vibe there. So going for a trip to Hamburg I would recommend being a little more cautious, I still feel fairly safe there too though.
