Its a small town, very charming and pretty ! I lived there my whole life ( 19 years) and I would say its more safe for women then most german cities. But even in a small town as Konstanz, there are some stupid people and I had a few experiences with sexual harassment on the streets myself.. I would be careful in late Trains ( speaking of 22:00+) and in Areas like Zähringerplatz, Bärchengebiet, Konstanz Bahnhof in the late times.
