I live here for one year now, have been outside untill 1am a few times. Nothing ever happened. I feel very comfortable. None of my friends ever had issues. Using public transport is very safe. I heard it is not safe to go to Peisnitz-Insel oder Halle-Neustadt at night, but I was never there so I can not confirm.

Halle is generally safe, however there are a lot of bicycle thefts, and Halle Neustadt is at daytime and especially at night very unsafe, there are a lot of armed robberies. In addition to that, you should avoid the areas near the train main station, there are a lot of drug dealers.

In my experience... barely anything happens here, sometimes teenagers might play with loud fireworks, but overall, it's a quiet city. The district where I live is considered a local ghetto, but it's only because there's a lot of immigrants, who I actually feel safe to be with and around :)
