Harrogate is a lovely safe town. Low crime rate and low unemployment certainly helps. Town itself is safe. No real issues with antisocial behaviour and there is an abundance of restaurants and bars. This keeps a buzz and a general feeling of safety. There is a town park, which as with anywhere not well lit at night, would be advisable to avoid after dark. Its a substantial area with a lot of woodland and whilst very, very few incidents it does seem to be the haunt for some teenagers after dark. Parts are isolated and I would just avoid at night as a lone female.
