Guarulhos is a very heterogeneous city in Brazil, so safety is relative to where you are located, like how my neighborhood is moderately safe, but a few kilometers from here is unsafe and you are almost sure to be uncomfortable. Overall, though, I'd say it's a moderately safe city by day, but fairly unsafe when it gets dark. In conclusion you should always be cautious and careful, of course, but don't let fear keep you from visiting!
