Like any other place, there's always things we need to look out for as women, the city is pretty safe even after midnight, but we have to be with someone else, because women alone are an easy target. I go out with friends and never had a problem walking around at 3am in the morning with them other than being catcalled. In the morning and afternoon the city amazing to walk around, even the city center, but I don't recommend using your phone in open spaces if you don't know your surroundings, always choose a drugstore or a coffee shop.
