The United States government advises against travel to Russia due to the unpredictable consequences of the Russian military's unprovoked full-scale invasion of Ukraine. There is a risk of harassment, potential wrongful detention of U.S. citizens by Russian government security officials, and arbitrary enforcement of local law.
Additional factors to consider include limited flight access in and out of Russia and the U.S. Embassy's restricted ability to assist U.S. citizens in Russia. The possibility of terrorism also presents an increased risk. U.S. citizens currently residing or traveling in Russia should depart immediately. Exercise increased caution due to the risk of wrongful detentions.
