I live in a suburb 45mins from Downtown Vancouver. The only area to avoid would be downtown Vancouver Main + Hastings due to drugs, alcohol and the unhoused population. I don’t feel anywhere is that unsafe but as a solo female traveler you would want to avoid this area. In Surrey most people drive cars and don’t use transit. There is a public commuter express bus that takes you to a train station linking to Vancouver. No need to rent a car as bus, skytrain and rideshare is available.

Surrey is very safe. You might come across some homeless people in the Surrey Central area but I have never felt unsafe. Like any other city, just stay alert but you will be fine. I have not heard of petty crime especially for tourists.
