As far as I know , Meknès is a safe city for tourists, the police is doing a great job to assure the safety especially during hilidays or celebration or sport, music events, I haven't heard anything concerning for a very longue time, there areas where the risk is more than others but overall it's safe to yo out during the day, and at night in crowded areas.

Meknès is a very small city that I love a lot. The old Medina is so beautiful. Artisana and architecture is STUNNING. I like people here, they are very welcoming. I never get bored or tired of walking down the old Medina and I have been doing it for more than a decade now either with my friends or alone.
