Miranda
There are areas that shouldn’t be a problem to walk alone by before 7pm, but as a woman preferably be accompanied always. Sidewalks are small so cars tend to pass close, always be aware of walking contrary to the traffic. Well lit areas downtown are okay, as long as there are people around. Parque Metropolitano is huge and beautiful, mostly safe even at 8:30pm, but still watch your surroundings by parking lots and dark streets once out. Bicycles are not that used in León, so people tend to drive fast near them, you have to be careful while riding one always. Touristic places around are: Guanajuato and San Miguel de Allende. Beautiful destinations around 45 m - 1.30 hr trip.
