Mexicali is safe only when moving in groups, to my experience, sice it's harder to be approached by strangers with alternate intentions. It's fairly common that in bus stops women get sexually harassed or gropped by random men, so I wouldn't recommed just as I wouldn't recommend private transportation apps since they don't feel reliable unless you are acompanied buy at least two other people.
