Homless people could be scary but most of them are harmless. It is safe to walk around at daytime, but at night I wouldn’t recomend it alone or outside of the main street. The people are loud but mostly they are just barking, they dont bite. Not a long ago a women got murdered near the Tiszai train station, and another girl got raped and murdered not far from Miskolc. There are hookers and homless at the Tiszai train station and around it. Now after reading this it may seems worst then it is, but I think it better to be worried than to be scared.
