Kouvola is a small town in South-East Finland and I have been living there for one year. In general the streets are quite empty because the city doesn't have that much of a night life sadly. But even on empty streets at night, I never ever felt unsafe. Finns are very polite and open to help if you need it. The only place I would be a bit more carefully at night as a women would be the train station, but besides that, it's a very safe city.

Finland overall is very safe, people tend to keep a safe distance and you most likely don’t even see many people walking outside after dark (maybe on the weekends coming from a bar) but really, nothing’s ever happened to me or anyone I know.
