Perm is generally considered safe for solo female travelers. Incidences of serious crime are relatively low, and the city has a well-established police force. As a university city, it has a vibrant cultural scene that is welcoming towards foreigners. Perm is a small city in Siberia,Russia. It was so cold, safe absolutely, I've never felt that I'm unsafe, the living is not expensive at all, the locals are not the best, they are not used to foreigners

Is Perm safe for women?

Safe enough, especially if you’re in the downtown area. I would not recommend you to go to Zakamsk and Ordzhonikidzevsky District. Actually there is not something really dangerous, but the majority of all accidents were there.
