Perm is a small city in Siberia,Russia. It was so cold, safe absolutely, I've never felt that I'm unsafe, the living is not expensive at all, the locals are not the best, they are not used to foreigners

Overall, the danger level for tourists seems low to me. Just don’t leave your belongings unattended in public places, and avoid going to sketchy locations with strangers (especially men) and it’s best not to walk alone at night.
