Having lived in Almere almost my whole life, I can say I have never felt unsafe in the daytime. In the nighttime, it depends on the area. Around shopping areas with bars sometimes homeless and/or druk people hang out, which makes me feel a bit uncomfortable. I've not seen this happen in residential areas yet. The crime rate seems to be going up in Almere, but I haven't heard of anyone I know being affected by it. The public transport in Almere and the Netherlands in general has always felt very safe to me.
