Is 13th Arrondissement Safe for Solo Female Travelers?

The 13th arrondissement of Paris is certainly one of the safest, with above the 5th arrondissement known to have more libraries than supermarket and with an average age of 60 and on the right the 14e which is a rich and pretty much empty arrondissement.
