Zagreb is considered fairly safe for solo female travelers at night. It is a busy, metropolitan city with a vibrant nightlife, which often means there is regular police presence and adequately lit streets, especially in populated areas and popular tourist sites. Of course, one should always apply basic safety precautions such as avoiding secluded areas, not flashing valuable possessions, and informing someone trustworthy about your whereabouts. But generally, Zagreb provides a safe environment and the locals are very friendly and helpful in case you need assistance.
Public transportation:

Public transportation:Safe

Public transportation in Zagreb generally is quite safe. The city has a well-developed tram and bus system that is widely used by locals and tourists alike. I felt super safe in Zagreb, the food is quite good and in general, the city isn't very expensive. The city itself isn't that big but it's beautiful, have some historical aura to it. The tourist attractions are okay.

Solo travel

I went to Zagreb twice and spent most time alone. I felt very safe in the city centre. There are many interesting museums and parks to visit. I loved the botanical garden, cat cafe and museum of broken relationships. I suggest eating at HERITAGE. It's a bit expensive and crowded but it's amazing. The public transport is very easy and works at night as well. Overall a good place to travel solo and friendly to meeting people.

Solo travel

My first solo trip was to Zagreb. The city is very walkable and clean, and everything touristy is within a short distance. It has a great choice of museums, from the Chocolate Museum to the Museum of Broken Relationships (which turned out to be my favorite). Also stunning architecture. As a woman traveling alone, I felt very safe.

I was in zagreb for 2 days. It was pretty and there's a selection of things to do. If you like cats, there's a cat caffee (reasonably priced), a zoo and plenty of parks. Sadly a lot of the architectural buildings are being renovated and have been for 3 years but they are still nice to go see just a lot of scaffolding. There's an amazing food place called Kaptolska Klet the staff are wonderful :))

Zagreb is safe, even at night. It's the safest capital in Europe. Public transportation is secure. People are willing to help if they see something unusual. I never felt threatened or unsafe, even after walking from the club at 3am.

This may come as a surprise to many people but countries of SE Europe are one of the safest places to be. That includes Zagreb, Croatia, where you have no worries about your safety. I have been living there for almost 8 years and I have NEVER experienced any form of harassment just because I'm a woman. That being said - and here comes the most politically incorrect thing ever but I truly don't care - over the past few years, Zagreb has been filled with foreign workers (mostly India, Pakistan, Nepal, Bangladesh) doing low-wage jobs no other person here wants to do (typical European story). Even though there wasn't an official case of misconduct (yet), I already know too many instances of my friends and acquaintances feeling unsafe because these guys weirdly approach them or bother them. Whether it be a guy walking behind you on a Friday night and shouting "I just need a friend" in the heaviest accent ever, or a group of them staring at you like a piece of meat in public transport, people need to know these things happen. So just a heads up when it comes to that. If you ever feel unsafe or bothered in any way, you can always turn to the first grocery shop, kiosk, or whatever place it may be and try to communicate what is happening, or just hide away and avoid these types of people.
