I have never felt in danger since I moved and I love how good I feel in this city. I often walk across this city by night (4times/week) and I can say that the area below the Adour is very safe and you won't have to worry

The historical center is only pedestrian, and the city has many bus to travel around. 
Close to us you have Spain, the beach (famous for surfing). The athmosphere is very chill.
It has a strong identity and culture, that we find in food, party and activity.
