Boulder is super safe for women solo travelers. Even at night. I would recommend staying at any available and adorable airbnb place. Uber and lyft are definitely available. There is public transportation and a lot of ebikes and scooters around. Jaipur restaurant on Walnut Street is one of my favorite budget places to eat indian food! Lot of options for hiking around. Definitely go up the Flagstaff road and stop at eacg view point to get the idea of town and Indian peaks range visible on the other side of the foothills.
