Is Lehigh Acres safe for solo female travelers?

Not safe for women's or dogs where I stay. There are dogs roaming the side streets and my dog was attacked. Then the woman who owed the dog followed me because I pepper sprayed her dog to her him off of my dog, trying to fight me. Called the cops and they did nothing even though I showed them where she lived and the damage done to my dog. Another time I was walking my dog at the local park and a man tried to talk to me from his car across the street, I told him not to talk to me and continued...
