Very safe and pleasant city, it’s clean and the old part of town is very pretty as well as some neigbourhoods. Loved the national museum and the many cute cafes.

I think not only Tartu is safe, but Estonia overall. As a woman I barely experienced male stares on me when passing by them. They can look at you, but quickly take their eyes away and minding their own bussines. I wasnt often alone at nights, so i cant really say hpw safe it is, but I didnt expirience any troubles. But near Old Town of Tartu Pirogovi park is located and people drink alcohol there, especially in the evenings and at nights, so I recommend stayaway from that place. Also be careful with the clubs.

Walking alone as a woman at night feels safe, barely any people around and if anyone is there then all of them are minding their own business, barely no one approaches anyone. Even in winter dark in evening it's nothing to worry about, there is no one chasing anybody. There could be lot of drunks but they do not cause a threat.
