Pagadian is relatively safe for solo female travellers. Just like most places, exercising basic precaution is advised. The locals are friendly and helpful, the city is developed and authorities are helpful. There might be instances of petty crimes like in any other city but violent crime rate is low. It's recommended to stay in populated areas, avoid unlit and remote areas at night and have the contact information of your embassy and local emergency services at hand.
