With civilians*( people outside their group/ "gang"), it rarely reaches the level of a criminal offense. The police don't do much about it, though, since technically, it's nothing legally troubing. There are also a handful of people with severe substance abuse issues out and about. Interactions with them are always peaceful if not very confusing but pleasant. Near the center, there are also a few rough neighborhoods, but overall, tourists are pretty safe and rarely ever have issues like that.
