Matsumae is an exceptionally safe destination for solo female travelers. Japan, in general, has remarkably low crime rates and Matsumae is no exception. Locals are respectful and forthcoming when you need assistance. It's also relatively easy to get around and local authorities are reliable. Still, like anywhere, it is always important to be aware of your surroundings, especially at night.
