Kure is considerably safe for solo female travelers. The crime rate is incredibly low and the people are generally respectful. As in any city, it is always important to stay alert and aware of your surroundings. Japanese culture is also very respectful, so you can ask for help if necessary without too much worry. Even traveling at night is reasonably safe, and public transportation is reliable and well-maintained.

Small town, not rural, just small with big city mentality. So people are ready to help you if you ask but will ignore you and keep quiet. Local train run till midnight and local buses stop around 9-10pm. Extremely safe, the only dangerous thing is maybe mudslide during rain season.
