Is Ishinomaki safe for solo female travelers?

Ishinomaki is generally very safe for solo female travelers, as is most of Japan. The city is relatively small and the locals are usually very helpful and courteous. Crime rate is relatively low and public transportation is reliable. However, it's still important to maintain usual travel precautions, such as not walking alone at late night hours in deserted areas, and always letting someone know your itinerary.
