I would not visit Fortaleza by myself. I would go with a group of girlfriends. Still, I wouldn’t go out in the evenings using public transportation or walking around. Uber and taxi are fairly safe. There are some neighborhoods that are ok to visit but there are others that you shouldn’t go at all.
