Would recommend staying up in the hills and not near the water. It actually smells of fish and piss the closer you get - not so charming! Valparaiso has certain sectors that can be dangerous, especially at night. It is not advisable to walk alone, but it is quite safe to travel by Uber. During the day it is safe to walk through the city, but you do have to be careful not to show cameras or cell phones because they can rob you. The city center can be more dangerous, especially near the bus terminal, but tourist sites such as Cerro Alegre, Avenida Alemania, Cerro Bellavista, are very safe.
