I don't think Rosario is unsafe; you just have to know how to handle yourself and not walk around strange places late at night, and especially not alone But you also shouldn't walk around too casually, like you're on your phone in the busiest streets.

Rosario is my city, and honestly, the security situation has gotten pretty complicated in recent years. There's been a lot of violence related to drug trafficking and disputes between criminal groups fighting over control of routes along the Paraná River. It's been tough to see the homicide rates go up and watch people worry more about safety. That said, the violence is mostly concentrated in certain neighborhoods, and a lot of the city is still pretty safe for everyday life.
