Just returned from 3 weeks in Montenegro and Serbia. We loved there are still some places in the world that are rough around the edges. We restricted our coastal time to 5 nights in Kotor - stunning despite the cruise ships and crowds - you just need to step away a little. We weren't looking for a beach so I suppose that colours your experience. Our day trip to Budva by local bus was seriously underwhelming - nice old town but otherwise not impressed. Speedboat trip to the Blue Cave and around the bay from Kotor was great.
