In Belarus I have been to 2 cities: Minsk and Brest. In each of them I felt absolutely safe both during the day and late at night. Belarus has an amazing property - everyone who gets there gets drunk 90% of the time, and I was no exception. You should definitely try Belarusian liqueurs and draniki (potato pancakes), and if you want to spend time in a quiet and not very expensive restaurant, I recommend Le Gosse.
