Usually if you decide not to engage with people in sketchy circles, you should be fine, but as a tourist you are more likely to get mugged or scammed than as a local. It is very crucial that you look up the neighborhoods where anything is located and not to stray from the more quiet areas in the city. The nightlife is also relatively safe as long as you stay in clubs and don't go to people's houses or any unknown third locations.

Tijuana is known to not be the safest city, it does have some really fun places, mostly party culture, but its always better to explore with somebody from the city to avoid any dangers and its a little bit on the expensive side from México overall
