Ulcinj is a very small town and it's really safe. Of course during the summer and tourist season the safety can be slightly compromised, because of thousands of tourists coming to visit, but in general Ulcinj is really safe for solo female travelers.

Definitely one of the safest places in the world for women! The country is very small, with not even a million people living in the entire country and therefore being an extremely safe place where everyone knows everyone. Homelessness is almost non existent and the only beggars and potential thieves (although they're mostly harmless too) are located in a specific area of the city that nobody goes to because it is way outside town (talking about the capital here, Podgorica). This area has nothing but the houses they live in so there is never a reason for a traveller to go there whatsoever. Other than Podgorica, walking all alone here in the middle of the night is as safe as it gets for a country.

Podgorica is very safe for women! You might get stares from men/people. But other than that, you don't need to be afraid. I'm pretty sure catcalling doesn't happen to foreigners 😅 Sometimes guys would do it here, but I don't think it happens to foreigners, cus the guys who do it are dumb, and don't speak foreign languages anyways 😅

Tivat is a small town where I have absolutely no concerns about safety on the streets or in bars. People here are considerate and helpful. I have been living here for the second year, and I have never witnessed any violence, even in public transport, where I feel safe even at night.

I can highly recommend Rafailovici, Budva in Montenegro as solo travel. I felt very safe. People were so nice and helpful. The men do like to talk to you, but also understand if you say no and won't follow you. The area is really beautiful and there's many tours to go on. If you're vegetarian, the food isn't the best, but if not, I think the food will be very good.
