Haiphong, the third largest city in Vietnam, is a bustling port city located in the northeastern part of the country. Haiphong is super safe and ypu bump into police pretty often. Kids are roaming around without adults so that should set most people's mind at ease. 

It's a smaller city north and quite easy access to the Hanoi (capital city)
 You can take coach, private transfer, or trains and ypu can reach it within 2 hours.

Halong Bay is super famous and super close by about 30 mins ride. If you are feeling more adventurous head to Hanoi and do a Ha Giang or Ninh Binh tour. All very safe for solo females as I have done it before.

You can go out at night without much of a worry but there's not alot of electricity outside of the city centre so roads can be dark. 

Haiphong is the coty for the nest vietnamese food and head to a any street stalls it will taste amazing
