Haiphong is super safe and ypu bump into police pretty often. Kids are roaming around without adults so that should set most people's mind at ease. It's a smaller city north and quite easy access to the Hanoi (capital city) You can take coach, private transfer, or trains and ypu can reach it within 2 hours. Halong Bay is super famous and super close by about 30 mins ride. If you are feeling more adventurous head to Hanoi and do a Ha Giang or Ninh Binh tour. All very safe for solo females as I have done it before. You can go out at night without much of a worry but there's not alot of electricity outside of the city centre so roads can be dark. Haiphong is the coty for the nest vietnamese food and head to a any street stalls it will taste amazing
