It's a very quiet and overall safe little town. People are nice and willing to help you with directions and whatever you might need. There isn't much public transport though, so you have to walk everywhere or know someone who can offer you a ride.

Asunción

Asunción is like most cities. You have to be careful with your stuff. Most people use their phones on the street in the busy neighborhoods, but I wouldn't recommend it in evening hours when it is already dark. Pickpockets are quite common on public transport, especially when it's crowded. Like any other city, you should avoid going to the known unsafe neighborhood.
