I went solo with a travel agency so I can share my experience through that prism. I felt very safe (always with the tour agency except when I was in Hurgheda and I felt safe there, even by myself). I decided to travel this way (which is exceptionally rare for me) because I heard and read a lot about the hassle, the harassment and the chaos in Egypt for a tourist and wanted to enjoy the experience without the downside.
