I have been in Uganda for 3 months. I have traveled alone multiple times using public transportation, both during the day and at night, and I consider it safe. Locals advised me to be cautious after dark, but I have gone out at night many times in Mbarara and Kampala and it was really fine. I have never encountered any potentially dangerous situations.
